EU decides to levy another year of anti-dumping duties on Chinese energy-saving lamps


At the meeting held here on the 15th, the Council of the European Union decided to impose another year of anti-dumping duties on energy-saving light bulbs produced in China.

The Council of the European Union also decided to impose anti-dumping duties on energy-saving light bulbs produced in Pakistan, the Philippines and Vietnam.

Since 2001, the EU has imposed an anti-dumping duty of up to 66.1% on energy-saving light bulbs produced in China for a period of five years. Just as the anti-dumping measures expired in July 2006, the EU, at the request of a few lighting equipment manufacturers, launched a 15-month investigation on energy-saving light bulbs produced in China to decide whether to continue to impose anti-dumping duties. During the investigation, the original anti-dumping measures still apply. On August 29th, the European Commission proposed to continue to impose a one-year anti-dumping duty on energy-saving light bulbs produced in China and submit this proposal to the European Council for approval.

EU business community and environmentalists have expressed strong dissatisfaction with the recommendations of the European Commission. They believe that continuing to impose anti-dumping duties will harm the interests of EU companies. Moreover, since anti-dumping duties have greatly increased the price of energy-saving light bulbs in the EU market, this measure will also harm the interests of consumers. In addition, EU Trade Commissioner Mandelson also insisted on the abolition of anti-dumping duties, but they were all opposed by the European Commission's Commissioner for Enterprise and Industrial Affairs, Günter Feuerhogen.
