EU energy saving plan into anti-dumping anti-freezing push hand

The EU Trade Commission will meet this week to discuss whether to cancel the punitive tariff proposal for importing energy-saving lamps from China. The news was revealed by Chen Yansheng, chairman of the China Lighting Association, on the 24th in an interview with this reporter. At the same time, Zhu Mengyu, head of the European market of Zhejiang Sunshine Group Co., Ltd. told reporters that she had received an email from the EU Trade Commission earlier this month. The EU said it will conduct a "sunset review" of China's energy-saving lamps. If the company has any opinions on this, it can submit it to the EU within 10 days.

It is understood that this "sunset review" that should have been held in May has been delayed. Previously, since July 2001, energy-saving lamps exported by Chinese companies to the European Union were ruled anti-dumping, with a tax rate between 0 and 66.1%.

In March of this year, the EU passed an energy-saving plan - in the next two years, member states will gradually replace high-energy old-fashioned incandescent bulbs with energy-saving fluorescent lamps. Some insiders believe that the launch of this plan may become the EU's "successful determination" to push the anti-dumping tax on China's energy-saving lamps.

China's energy-saving lamp production capacity accounts for 80% of the global share. In 2001, in addition to the exemption of a Chinese company, the EU imposed anti-dumping duties ranging from 0 to 59.6% on eight energy-saving lamp exporters in China, and all Chinese companies outside the eight were subject to an anti-dumping duty of 66.1%. The anti-dumping time limit is from July 2001 to July 2006.

According to industry insiders, after the sanctions were imposed, due to different corporate tax rates, some factories with lower tax rates continued to export after negotiating a reasonable price with local traders. Compared with 2000, many domestic enterprises exported energy-saving lamps to the EU. After the sanctions were issued, the export enterprises and exports were significantly reduced. Some enterprises can only export to the EU market by issuing OEMs to foreign companies. More enterprises In the face of 66.1% of the high anti-dumping tax rate is discouraged, it still has to reluctantly give up the EU city mocking the cake. Changzhou Hongri Electric Appliance Co., Ltd. has not exported energy-saving lamps to the EU since 2001, its main market has turned to South Africa, Iran and other African and Middle Eastern countries.

Just as EU anti-dumping was nearing its expiration, in July last year, OSRAM and GE again accused China of dumping energy-saving lamps. To this end, the EU launched a 15-month independent investigation of energy-saving lamps in China. The anti-dumping duties at the end of the five-year period were once again extended.

With the changes in the global climate, energy conservation and environmental protection are becoming more and more serious. In March of this year, EU leaders adopted a wide-ranging energy conservation and environmental protection plan at the spring summit in Brussels. According to this plan, in the next two years, European countries will gradually replace the old-fashioned incandescent bulbs with high energy consumption with energy-saving fluorescent lamps. According to estimates by the European Commission, if all households in the EU change incandescent lamps into energy-saving lamps, they can reduce household lighting by 60%.

At the same time, the world-renowned nature conservation organization, WWF, also urged the EU to lift anti-dumping duties imposed on energy-saving lamps exported by Asian developing countries to the European market. To this end, the EU should re-examine its ongoing trade protection policies against China and other developing countries to ensure the long-term interests of the EU.
