Regulations on Information Reporting of Power Enterprises (Order No. 13 of the Electricity Regulatory Commission)

All relevant units:

The Regulations on the Reporting of Information on Power Enterprises has been passed at the Eighth Chairman's Office Meeting of the State Electricity Regulatory Commission on November 9, 2005. It is hereby promulgated and will be implemented as of January 1, 2006.

Electricity enterprise information reporting regulations

Chapter I General Provisions

Article 1 In order to strengthen power supervision, regulate the information reporting behavior of power companies and power dispatching and trading institutions, and maintain the order of the power market, these regulations are formulated in accordance with the Electricity Regulatory Regulations.

Article 2 These regulations are applicable to power companies and power dispatching and trading institutions that submit documents and materials related to regulatory matters to the State Electricity Regulatory Commission and its dispatched institutions (hereinafter referred to as power regulatory agencies).

Article 3 The information submitted by power companies and power dispatching trading institutions shall follow the principles of truthfulness, timeliness and integrity.

Article 4 The electric power supervision institution shall supervise the situation in which the electric power enterprise and the electric power dispatching and trading institution engage in electric power business according to the information submitted by the electric power enterprise and the electric power dispatching and trading institution.

Chapter II Reporting Content

Article 5 Enterprises engaged in power generation business shall submit the following information:

(1) Basic information of the enterprise;

(2) Signing and fulfilling the grid-arranging agreement, purchase and sale of electricity contracts;

(3) The situation of on-grid electricity prices;

(4) The situation of safe production of electricity;

(5) Other information required by the power regulatory agency.

Article 6 Enterprises engaged in transmission business shall submit the following information:

(1) The structure of the power grid, the distribution and capacity of power generation in the network;

(2) signing and fulfilling the contract for the purchase and sale of electricity;

(3) Executing the transmission electricity price;

(4) The composition of the transmission cost and its changes;

(5) The situation of safe production of electricity;

(6) Other information required by the power regulatory agency.

Article 7 Enterprises engaged in power supply business shall submit the following information:

(1) The provision of power supply services;

(2) Providing information on the universal service of the power society;

(3) Execution of distribution electricity price and sales price;

(4) The composition of power supply costs and its changes;

(5) The situation of safe production of electricity;

(6) Other information required by the power regulatory agency.

Article 8 The power dispatching and trading institution shall submit the following information:

(1) Basic information on the operation of the power system;

(2) Execution of the rules of the electricity market operation, power dispatching rules and grid operation rules;

(3) The situation of power transmission and energy trading in cross-regional or trans-autonomous regions and municipalities directly under the Central Government;

(4) Signing and fulfilling the situation of the grid-connected dispatching agreement;

(5) The situation of safe production of electricity;

(6) Other information required by the power regulatory agency.

Chapter III Reporting Procedure

Article 9 The power enterprises and provincial power dispatching agencies within the jurisdiction of the Municipal Supervision Office of the Regional Electricity Regulatory Commission of the State Electricity Regulatory Commission (hereinafter referred to as the Municipal Electricity Regulatory Office) shall submit information to the Municipal Electricity Regulatory Office. The city electric supervision office will report it to the Regional Supervision Bureau of the State Electricity Regulatory Commission (hereinafter referred to as the Regional Electricity Regulatory Bureau).

Electric power enterprises within the autonomous regions and municipalities directly under the Central Government that have not established the Municipal Electricity Regulatory Office and provincial power dispatching agencies shall directly submit information to the local electric power supervision bureau.

Article 10 China Southern Power Grid Co., Ltd., the regional power grid company of the State Grid Corporation, and the regional power dispatching and trading institution shall submit information to the Regional Electricity Regulatory Bureau.

Article 11 The Regional Electricity Regulatory Bureau shall summarize the information within its jurisdiction and report it to the State Electricity Regulatory Commission (hereinafter referred to as the Electricity Regulatory Commission).

Article 12 Central power enterprises and state power dispatching agencies shall submit information to the Electricity Regulatory Commission.

Article 13 Power companies and power dispatching and trading institutions shall appoint institutions and personnel responsible for information reporting and report to the power regulatory agencies for the record.

Article 14 The power enterprise and the power dispatching and trading institution shall submit the information for review and issue by the responsible person in charge of the unit, and important information shall be issued by the principal responsible person.

Chapter IV Reporting Method

Article 15 The power regulatory agency shall determine the specific form and time limit for submission according to the content of the information submitted by the power enterprise and the power dispatching and trading institution.

Article 16 Power companies and power dispatching and trading institutions shall submit information in the form of letters, telegrams, telex, fax, electronic data exchange and e-mail in accordance with relevant regulations.

Article 17 Electric power enterprises and power dispatching and trading institutions shall submit reports, submit reports or provide relevant materials in accordance with relevant regulations.

Article 18 The information submitted by the power enterprise and the power dispatching and trading institution shall meet the following deadlines:

(1) The daily report shall be reported before 12 o'clock the next day;

(2) The weekly or ten-day report shall be reported before the next week or the second day of the next day;

(3) The monthly report shall be reported before the 8th of the following month;

(4) The quarterly report shall be reported before the 12th day of the next quarter;

(5) The annual report express report shall be reported before January 20 of the following year;

(6) The annual report shall be reported before March 20 of the following year. Power companies and power dispatching and trading institutions shall, in accordance with the relevant provisions of the SERC, access information systems related to supervision to the power regulatory information system and submit relevant real-time information.

The time limit for the submission of power safety production information and enterprise financial information shall be stipulated by laws, regulations and rules.

Article 19 Where an electric power regulatory agency requires electric power enterprises and electric power dispatching trading institutions to submit relevant information in an instant in accordance with the requirements for fulfilling their supervisory duties, the electric power enterprise and the electric power dispatching trading institution shall submit the report in accordance with the requirements.

Article 20 If a power enterprise or a power dispatching and trading institution fails to submit information according to the prescribed time limit, it shall report it to the power regulatory agency in a timely manner and report it within the time limit approved by the power regulatory agency.

Chapter V Information Usage

Article 21 If a power regulatory agency examines the information submitted by a power enterprise or a power dispatching trading institution and finds any violation of power regulations and rules, it shall order it to make corrections and deal with it in accordance with relevant regulations.

Article 22 The power regulatory agency shall review the information submitted by the power enterprise and the power dispatching trading institution, and find that the power enterprise and the power dispatching trading institution have problems in terms of safety production, cost management and service quality, and shall propose rectification suggestions. .

Article 23 The power regulatory agency shall collate and analyze the information submitted by the power enterprise and the power dispatching trading institution, and disclose it to the public in due course.

Chapter VI Supervision and Management

Article 24 The electric power regulatory agency shall establish an internal management system for the information submitted by the electric power enterprise, and clarify the work procedures, division of responsibilities and responsibilities.

The staff of the power regulatory agency shall strictly abide by the confidentiality discipline and keep the state secrets and trade secrets known in the supervision work.

Article 25 The power regulatory agency shall supervise and inspect the information submitted by the power enterprise and the power dispatching and trading institution.

Article 26 The power regulatory agency shall regularly inform the power enterprise and the power dispatching and trading institution of information reporting through the website and other media, and commend the units and personnel who have outstanding performance in the information reporting work.

Article 27 If a power enterprise or a power dispatching and trading institution fails to submit information in accordance with these Provisions, the power regulatory agency shall order it to make corrections; if the circumstances are serious, it shall be notified of the notice.

Article 28 If a power enterprise or a power dispatching trading institution provides false information or conceals important facts, the power regulatory agency shall order it to make corrections; if it refuses to make corrections, it shall be fined not less than 50,000 yuan but not more than 500,000 yuan. The competent personnel and other directly responsible personnel shall be given disciplinary sanctions according to law; if they constitute a crime, they shall be investigated for criminal responsibility according to law.

Chapter VII Supplementary Provisions

Article 29 The Regional Electricity Regulatory Bureau shall formulate implementation measures in accordance with these Provisions and report them to the SERC for approval.

Article 30 These Provisions shall come into force on January 1, 2006.

Wire-entry angle - There are three wire-entry angle styles: vertical, right-angle, and bottom-entry.
