Development and Reform Commission: LED industry is expected to quadruple

Since 2009, large-scale LED construction projects have been introduced in various regions and huge subsidies have been provided for major equipment such as MOCVD. This year, this trend will shift—government subsidies for equipment will gradually stop, and related subsidies are expected to fall into the hands of consumers.

The reporter learned from the Shanghai International New Light Source and New Energy Lighting Forum held yesterday that some LED products are expected to be included in the national green lighting project this year and they will enjoy financial subsidies.

Multiple policies to stimulate industry development According to Xie, Deputy Director of the Department of Circumstances, National Development and Reform Commission, the National Development and Reform Commission is currently organizing the preparation of the 12th Five-Year Plan for the semiconductor lighting industry. It is reported that among the seven strategic emerging industries that the country has recently determined, energy conservation and environmental protection are ranked first. Xie said that the LED industry will be an important part of the energy conservation and environmental protection industry planning. During the “Twelfth Five-Year Plan” period, the LED industry is expected to achieve a quadrupling target and achieve rapid development; it will also play an important role in energy conservation and emission reduction during the “Twelfth Five-Year Plan” period.

Xie also revealed that the National Development and Reform Commission is working with relevant departments to consider the inclusion of LEDs in the "green lighting project." It is expected that some of the LED products will be included first in the year, which means that semiconductor lighting products will enjoy financial subsidies.

It is reported that the “China Green Lighting Project” is proposed for “developing and promoting efficient lighting fixtures and gradually replacing traditional low-efficiency lighting electric light sources”; during the “Eleventh Five-Year Plan” period, China has adopted accelerated financial subsidies to accelerate efficient lighting products. The promotion of the use; from 2008, financial subsidies for the promotion of efficient lighting products formally started.

Wu Ling, secretary-general of the National Semiconductor Lighting Engineering R&D and Industry Alliance, also said in an exclusive interview with the newspaper that semiconductor lighting, as a strategic emerging industry, is involved in energy saving, environmental protection, and new materials. The government has been involved in the LED industry during the 12th Five-Year Plan period. Support is also expected to continue to increase. “In addition to financial subsidies, there will be a policy package from R&D to fiscal and taxation,” she said.

LED industry accelerated expansion Since the end of 2009, the LED industry has entered an accelerated period of expansion under the dual incentives of market demand and government subsidies. Several mainland cities, including Yangzhou and Wuhu, have established LED industry bases to encourage LED manufacturers, especially upstream Chip chip makers settled in. Each MOCVD equipment subsidy reached 800- 10 million yuan, accounting for about 40% of the price of each equipment; while the domestic LED chip manufacturers such as Sanan Optoelectronics, Silan Micro, and Ganzhao Optoelectronics increased Chip production line investment.

According to the statistics of the GLII Institute, the total investment of China's LED industry in 2010 was 217.885 billion yuan, a year-on-year increase of 248.6%. In the quarterly report of Sanan Optoelectronics and National Star Optoelectronics, government subsidies included in the current profit and loss accounted for 78.55% and 23.54% of the company's net profit for the same period.

According to an interview with the reporter, John Peeler, CEO of Veeco Instruments Inc., the top three LED equipment supplier, revealed that nearly 30% of Veeco's total revenue in 2010 came from the Chinese market. The total revenue in 2011 will exceed one billion US dollars, while the contribution of Chinese local companies will exceed 50%. According to reports, Veeco China Training Center was formally launched in Shanghai on the 10th to provide follow-up talent support for the huge MOCVD procurement companies.

Lighting companies took the lead to benefit analysts believe that if LED products can be selected for green lighting projects and get financial subsidies, it will help open the end market and fundamentally ease the pressure on chip overcapacity.

Wang Keyang, general manager of Veeco Greater China, pointed out that the government subsidizing MOCVD equipment is a huge potion at the beginning of industrial development, but in the next stage, more LED lighting applications should be developed to subsidize end users, and the price of LED products should be pulled to the common people’s acceptance. Degree to stimulate consumption. "It's not enough to be ten cities and ten thousand people. If every family can have one or two LED lights, this market will be infinitely impressive."

Aware of this trend, many lighting companies have already laid out in advance. Sunshine Lighting announced on the 7th that 900 million yuan was raised for energy-saving lighting projects such as LED, and strategic cooperation was established with Taiwan Jingyuan Optoelectronics Co., Ltd. to ensure upstream chip supply. NVC Lighting, a Hong Kong-listed company on the Main Board, had previously reached similar strategic cooperation with Cree.

The reporter learned that in November last year, the semi-conductor lighting product application demonstration projects jointly organized by the three ministries and commissions of the National Development and Reform Commission, the Ministry of Housing, and the Ministry of Transport were shortlisted in Beijing, including Sunshine Lighting, NVC Lighting, and Inspur Group. Home companies are shortlisted. “Although the branding effect of the tender on the company is greater than the actual income, it is a favorable signal for LED products to enter the market quickly.” A successful bidder insiders told reporters.

Zhang Liangyong, an analyst at China Merchants Securities, said that once the government subsidizes the bidding, LED lighting companies will first benefit, including Sun Lighting, National Star Optoelectronics, Foshan Lighting, etc.; and subsequent packaging and chip manufacturers will also receive collateral effects.
