**Qualification Requirements for Bidders:**
3.1 Applicants must hold a Class B or higher qualification in special environmental engineering design (water pollution prevention and control projects) issued by the construction administrative department. They should also have experience in similar projects within the past five years (2012–2016), with sufficient personnel, equipment, financial resources, and capabilities to complete the project.
3.2 The project manager assigned by the bidder must be an engineer at the intermediate level or above in environmental engineering.
3.3 Bids from the Commonwealth will not be accepted.
3.4 The project management personnel proposed by the bidder must not be involved in any ongoing construction projects. Otherwise, such bids will be considered invalid.
3.5 Bids from companies or individuals who are currently under a ban on bidding qualifications due to violations will not be accepted.
3.6 Bidders must obtain the “Application Form for Query of Bribery Criminal Files†and submit it to the procuratorial agency to receive the “Notice of Inquiries on the Results of Files on Bribery Crimes of the Procuratorial Organs.†This document should confirm that neither the bidders nor their legal representatives have any record of bribery crimes within three years prior to the bidding process.
3.7 Any enterprise or management personnel not found in the “Jilin Construction Market Supervision and Credit Information Management Platform†will not be allowed to register for the bid.
3.8 The bidder’s representative must be either the legal representative or an authorized agent (the agent must be the project manager, carrying the ID card, original power of attorney, and a copy of the title certificate on the day of the bid opening). Other persons acting as agents will not be valid.
