Launch of the "Emergency Rescue and Investigation Intelligent Robot System" project kick-off meeting

On December 10th, the Chinese Academy of Sciences Institute of Robotics and Intelligent Manufacturing Innovation held the key project of "Strategic International Scientific and Technological Innovation Cooperation" of the national key R&D project. The project initiation and implementation plan of the "emergency rescue and surveying intelligent robot system" will be held in Shenyang, Liaoning held. Li Shuo, deputy director of the Shenyang Institute of Automation, took part in the meeting and delivered a speech. The director of the Department of Science and Technology, Hu Shaoyuan, presided over the meeting. The representatives of the participating units in the project and the foreign countries reported the contents of the implementation plan at the meeting. The key special project of “Strategic International Scientific and Technological Innovation Cooperation” is a leading, flagging, and open project of multi-level and three-dimensional scientific and technological innovation exchanges and cooperation between China and the international community, aiming to fully implement the “National 13th Five-Year Plan” technology innovation. "Development Plan" deepens the implementation of the "Belt and Road Initiative" to better play the leading and supporting role of technological innovation. The Chinese unit of the “Emergency Rescue and Investigation Intelligent Robot System” project was led by the Shenyang Institute of Automation of the Chinese Academy of Sciences, the Tsinghua University, the Shenyang Institute of Fire Protection of the Ministry of Public Security, and the Shenzhen Institute of Intelligent Robotics. The foreign partners are the Lebanese Civil Defence Directorate and Beirut. American University (Lebanon). The project cooperation country Lebanon is located on the east coast of the Mediterranean Sea and is a tributary of Asia, Africa and Europe. It is the birthplace of Phoenician civilization and has rich historical background. The cultural and economic exchanges between China and Lebanon have a long history. The ancient Silk Road used to be the link between the peoples of the two places. Therefore, the current international cooperation in science and technology has a good foundation and development potential.

The project aims at the actual needs of emergency rescue such as scene investigations in high-risk environments such as armed conflicts and terrorist attacks, rescue of wounded personnel, and operation of dangerous goods. It conducts research on equipment technology for “emergency rescue and investigation of intelligent robot systems”, and develops rescue and rescue robots and survey robots. , omnidirectional spherical exploration robots and sampling/operating robots to build intelligent rescue robots that can replace emergency rescue missions for rescue workers, solve scientific and technical problems in environmental investigations and emergency rescue under dangerous conditions, promote international cooperation, and support the “Belt and Road Initiative” "Implementation of the initiative will play a leading and supporting role in technological innovation.

At the meeting, the project leader Yao Chen researcher gave a detailed report on the research background, research content, implementation plan, expected results, and schedule of the project, indicating that this project will provide emergency rescue in high-risk environments such as armed conflicts and terrorist attacks. A complete and feasible technical solution can also solve the technical applicability of its own technology in relevant countries and regions, promote technology and products to go global, and achieve mutual benefit and win-win results. It is worth mentioning that the anti-terrorism and anti-terrorist robots of the "Ling Lizard HW55" hosted and presided by Yao Chen have equipped China's peacekeeping forces in Lebanon to perform anti-terrorism explosives missions in 2015.

The foreign project leader Prof. Imad H. Elhajj of the American University of Beirut conducted a detailed introduction to Lebanon’s history, geographical environment, ethnic composition, cultural customs, domestic counter-terrorism situation, and emergency rescue application requirements at the project’s launch meeting and stated that Lebanon is The intersection of the ancient land-based Silk Road and the Maritime Silk Road is very important. It will surely play an important role in the "Belt and Road Initiative." He said that the implementation of this project is of great significance to strengthening the exchanges and cooperation between the two countries in the field of science and technology, and is an important supplement to the "Belt and Road" cooperation between China and Lebanon in the fields of economy, trade and culture.

Hu Yuyuan introduced the implementation of the legal person responsibility system for the project undertaking unit. Liu Lianqing, deputy director of the Institute of Robotics of Shenyang Automation Institute, introduced the demand for scientific and technological cooperation between China and Lebanon and the expected economic, social and diplomatic benefits of the project. On the morning of December 11, Imad H. Elhajj visited the Robotics Research Lab and gave a wonderful academic report titled Energy-based Control Applied to Humanoid Robots.
