In 2009, in order to expand domestic demand and promote energy-saving and emission reduction work, China launched the first pilot projects of “Ten Cities and Ten Thousand People” and selected 21 cities including Tianjin to implement semiconductor lighting application projects. In July 2010, the National Semiconductor Lighting Engineering R&D and Industry Alliance, together with relevant experts, conducted the first large-scale research on the “Ten Cities and Ten Thousand People” pilot work. According to research statistics, a total of more than 1.6 million LED lamps in 21 cities have been demonstrated and used, saving more than 164 million kWh. Among them, there are about 220,000 outdoor applications, including about 200,000 street lights, 16,000 tunnel lights, about 660,000 indoor applications, and about 720,000 lighting applications. Among the 21 cities participating in the pilot work, there are more than 2,000 semiconductor lighting companies, and the related output value is about 75.9 billion yuan, which has initially formed industrial agglomeration. In May of this year, on the basis of the first batch of pilot work, the Ministry of Science and Technology agreed to carry out the pilot demonstration work of the second batch of semiconductor lighting application projects in 16 cities (regions) such as Beijing. Actively promote everywhere

It plans to promote the use of 12,000-inch semiconductor lighting fixtures by 2015 to fully build demonstration belts and demonstration areas; actively explore BOT and EMC modes through government procurement, construction investment, etc.; The special fund for lighting project pilot work was incorporated into the public finance system to support the local semiconductor lighting industry.

In order to guarantee the development of pilot projects for semiconductor lighting in the “Ten Cities, Ten Thousand Cities”, Luzhou City has built a “Public Inspection Platform for LED Products”. Through guidance and support, a number of market-oriented photoelectric high-tech enterprises have been formed, which has become a key pillar industry for the development of high-tech industries in Zhangzhou City and the transformation of foreign trade growth mode. At present, there are nearly 100 optoelectronic enterprises in Ganzhou City. In 2010, the output value reached 6.3 billion yuan and exports 580 million yuan, forming a series of energy-saving lamps, LED displays, lighting products, photovoltaic glass, crystalline silicon solar cells and other products.

Qingdao's semiconductor lighting industry is unique and has a good industrial foundation. There are more than 60 enterprises and R&D institutions engaged in semiconductor lighting and related industries in the city, covering key MOCVD and HVPE equipment, growth and processing of nitride substrates and epitaxial materials, device design and packaging, development of LED backlight modules and lighting fixtures. The main link of the industry chain. The city will increase LED promotion efforts in the field of general lighting, and promote the use of LED lights in indoor lighting and landmark projects of large-scale buildings such as corporate office buildings and production plants; expand the application range of LED products to promote the formation of LED specialty industries; The civilian project encourages citizens to try out LED lighting and promote the LED into the daily life of the people.

Achievements and problems coexist

“Ten Cities and Ten Thousand People” is a pilot project for the promotion of semiconductor lighting in the country and has positive significance for the development of the semiconductor industry. At the same time, however, there has never been a shortage of “controversy” along the way. From the preliminary situation of this survey, some application demonstration projects have achieved positive results in terms of scale, product quality, etc.; LED applications and scope are continuously expanding, and product manufacturers have also made significant progress in profitability and technological innovation capabilities; Some localities have also established the “enterprise + user + finance” development model during the pilot project process, and gained valuable experience in the operation of the EMC model; in the area of ​​street lights that are more controversial, a group of new street lights investigated in this study Demonstration projects have been recognized by professionals in light efficiency, lighting uniformity, color rendering, etc. Of course, their performance in the future still needs time to test.

At the same time, the investigation also found that some problems in the development of the industry can not be ignored, such as promotion policies and guidance has not yet been introduced; some local governments blindly adopt the "market-for-investment" approach to attract LED companies, resulting in product selection The scope is narrow, the product cost performance is not high, resulting in duplication of investment; the cooperation of the relevant departments is still a certain obstacle, the future still needs to increase efforts to form a joint force; some local EMC projects are still lack of financing platform, business model remains to be explored; In addition, LED products The lack of standards on the specification interface is also one of the urgent problems to be solved.
