On the 12th, the National Development and Reform Commission website issued the "Opinions on the Development of Semiconductor Lighting Energy-Saving Industry", aiming at promoting the healthy and orderly development of China's semiconductor lighting energy-saving industry, cultivating new economic growth points and promoting energy conservation and emission reduction. The opinion pointed out that by 2015, the average annual growth rate of the output value of the semiconductor lighting energy-saving industry will be around 30%.

In this regard, Liu Shiping, director of the Semiconductor Lighting Technology and Application Committee of the China Lighting Society, pointed out that this opinion will regulate the development order of the semiconductor lighting industry and promote the development of supporting lamps, drives and testing equipment industries.

It is reported that the opinions are jointly formulated by the National Development and Reform Commission, the Ministry of Science and Technology, the Ministry of Industry and Information Technology, the Ministry of Finance, the Ministry of Housing and Urban-Rural Development, and the General Administration of Quality Supervision, Inspection and Quarantine.

The opinion pointed out the development status of China's semiconductor lighting industry. According to reports, in 2008 China's total output value of semiconductor lighting was nearly 70 billion yuan, of which the output value of chips was 1.9 billion yuan, the output value of packaging was 18.5 billion yuan, and the output value of applied products was 45 billion yuan.
The author understands that from the perspective of long-term development, the world lighting industry is undergoing transformation. Many countries have proposed to eliminate incandescent lamps and promote energy-saving lamps, and to make the semiconductor lighting energy-saving industry a new economic growth point in the future. With the acceleration of the industrial restructuring and the transformation of the development mode, the semiconductor lighting energy-saving industry has ushered in a new period of development opportunities as an important measure for energy conservation and emission reduction.

Although the prospects are good, the opinions clearly point out that there are four major problems in the development of China's semiconductor lighting energy-saving industry, namely, the lack of patents and core technologies, the low level of the industry as a whole, the establishment of standards and testing systems, and the serious phenomenon of low-level blind investment.

Liu Shiping pointed out that although the development of China's semiconductor lighting industry is relatively fast, its core competitiveness is not strong, especially the lack of core technology. At present, the mainstream technology patents for semiconductor lighting are mostly controlled by developed countries such as the United States, Germany, and Japan. This leads to the fact that most of the raw materials of the chip need to be purchased overseas, and a high amount of patented technology license fees are required. In addition, the competition for the construction of semiconductor lighting industry bases around the country is also prone to the problem of overcapacity and excessive low-level competition.

Liu Shiping said, "The original intention of formulating this policy is to avoid rushing and achieving orderly development. Therefore, the NDRC has integrated the opinions of all parties and introduced guidance on semiconductor development."
In view of the current status of the industry, the opinions clearly pointed out the two goals of the scale of industrial development and core competitiveness.

The opinion pointed out that by 2015, the average annual growth rate of the output value of the semiconductor lighting energy-saving industry will be around 30%; the market share of products will increase year by year, the functional lighting will reach 20%, the LCD backlight will reach more than 50%, and the market for landscape decoration and other products will be occupied. The rate is over 70%.

In addition, the opinions require that the independent innovation capability of enterprises is obviously enhanced. Large-scale MOCVD equipment, key raw materials and more than 70% of the chips are localized, and 3-5 upstream chip-scale production enterprises; industrial concentration is significantly improved, with independent brands and larger There are about 10 leading enterprises in the market influence; the establishment of a semiconductor lighting standard system; the annual energy saving of 40 billion kWh, equivalent to 40 million tons of carbon dioxide emissions per year.
